domestic product of the European Union. Used strategically public procurement can have a significant positive impact on the environment. Green procurement is one of the main tools to achieve goals
set in the European Green Deal and other strategic EU documents, which helps to reduce the negative
impact to the environment. Green procurement was also included in Lithuania’s national strategic
documents – 2021-2030 National Progress Plan and the Program of the Eighteenth Government of
the Republic of Lithuania. By implementing the goals set in the strategic documents, Lithuania started to reform its green public system in 2021. To reach ambitious goals set in the strategic documents
