Today, public sector change management is a crucial part of the new public governance structures, so ensuring the implementation of innovative governance changes requires integrated public governance, understood as a factor of various forms and practices necessary for successful implementation of change. The expectations and challenges of health care managers in implementing change in outpatient health care institutions confirm the need for change management implementation measures. Change management processes, failures and their management measures are insufficiently analyzed, there is lack of change management process research at different stages of change implementation. The dissertation is intended to find out what change management process is suitable for Lithuanian outpatient personal health care institutions. The performed comparative analysis of change management models allowed to identify different stages of the change management process and to form an optimal change management model for Lithuanian outpatient personal health care institutions. The developed methodological measures for change management in outpatient health care institutions creates preconditions for preliminary assessment of dimensions and applicability possibilities by modeling changes in the institutions of the health care system of the Republic of Lithuania, improving, streamlining and implementing change management processes.
