Abstract
In recent decades, human rights implementation and protection has become a
priority of democratic states. On the other hand, national security is necessary condition for the
existence of each state. Often the interests of national security imply the need to restrict certain human
rights, for example, right to privacy, right to personal correspondence, etc.
The traditional concept of security is related to national security. According to the traditional
concept of security, the state is considered as an object of security, so the main focus is on external
threats. The most important thing is to protect the state against external aggression and to ensure
security of state’s borders and institutions. Thus protection of human rights is guaranteed at the same
time. Today all security discussions demand incorporation of the human dimension However, it is
noted that safe state does not necessary means safe citizens. Therefore, the human rights issue in order
to ensure national security is a highly topical issue.
This paper presents the problem of ensuring human rights, when the states make restrictions of
human rights in order to ensure national security.
