Abstract
The monograph aims to analyse the problem of community and sociality dissemination in Lithuania. To justify the importance of the local community in today’s local government, we have analysed community types particularly focusing on the importance of functioning of local communities. A functional local community is impossible without an organizational structure, which is crucial in the modern society. Thus, we arrive at a conclusion that sociality is formed in the modern world as a value not only on the basis of inborn factors of human coexistence, but also on technological factors and in particular on the organizational factor. The systematic whole and Thus, the operational expression of the factors are referred to as a social capital. Therefore, another important question to deal with is to what extent a functional community may contribute to the development of the social capital. The question becomes even more important when social evolution is approached having in mind that the classical community was based on values, modern community was based on legal norms and the contemporary (and most probably tomorrow’s) community is based on networking (open network access, etc.). Looking ahead, it is important for us to understand to what extent legal norms and moral values are going to be effective in the context of the contemporary community. Having acknowledged their role, we state that in order for the paradigmatic elements describing the essence of the former communities to become effective, the managerial aspect of the operation of local communities becomes of key importance as a contemporary individual (preferably a citizen in terms of participation in the public life S. N.) may avoid confusion and fluster and become more resilient to everyday hardships (globalization, terrorism, etc.) only being part of a community. The objective of the monograph: to prove, on the basis of historical, psychological, philosophical and sociological assumptions, that the phenomenon of a functional community is a reality of the contemporary Lithuania and a successful choice of certain managerial strategies may turn it into an important value phenomenon.
