Abstract
The governance of the state seaport is transforming in the context of globalization by the functionality of assurance of the logistical connectivity, which in the context of state seaport governance relations within the attractiveness of the maritime transport sector, as the di­mension of logistical connectivity allows to construct a methodology for the evaluation of the impact of seaport governance on the increasing maritime transport sector attractiveness. Due to these assumptions, the dissertation addresses the following main problematic issues: what are the theoretical assumptions of seaport governance and which seaport governance model is effective in shaping the attractiveness of the maritime transport sector and how the attractive­ness of the maritime transport sector could be assessed based on the seaport governance theo­retical model. The results of the research found out that the seaport governance model does not have a direct impact on the attractiveness of the maritime transport, but provides the port authority as a port management authority to develop and implement specific activities’ model which has a significant impact on the attractiveness of the maritime transport sector, while the proposed methodology makes it possible to assess the attractiveness index and to visually and clearly display the attractiveness position of each of the surveyed seaports according to each criterion, as well as to identify areas of strength and improvement of seaport governance.
