New Public Management (NPM) Paradigm on Public Sector Reform in Caucasus Region
Abstract
This article is about the impact of the New Public Management (NPM) paradigm on public sector reform in Caucasus region. The main objective of the research is to explore the question of whether the three countries’: Georgian, Azerbaijan and Armenian public sector reform belongs to the NPM paradigm. NPM was introduced during the 1980s and 1990s in some rich countries in order to replace the traditional model of public administration. However, for Caucasus Region the starting positions, the challenges, the capacity to change, and the initial objectives were quite different from most of the Western European countries.
