Abstract
Activities by community and non-governmental organizations play an important role in the State management. Recent initiatives have shown the state itself does not guarantee the well-being of its citizens, and this can be done in particular by informal organizations. The decisive development of modern society, the role of self-regulatory processes comes to the entities that represent informal structures and community-based organizations; therefore, it can be argued that various informal structures and communitybased organizations gradually become very significant subjects in the development of society and in the management of progress. This requires a comprehensive approach and systematic multi-functional, multi-purpose, that persons in the social field to understand the importance of community service and be able to work in society by creating a culture of interinstitutional cooperation based on creativity and trust, which encourages cooperation between central and local authorities, private institutions and communities in the interest of society changes. One of the main features of the NGO community-building services market is their relationship with local authorities. In order to strengthen local communities and at the same time ensure the success of their services, municipalities should (i) plan their funding of co-operation with community-based organizations and NGOs; (ii) to provide funding to support community-based social services organizations and NGOs; (iii) plan funds through project financing, service procurement. In order to ensure the efficiency of the provision of social services, it is important to promote partnership between the non-governmental and public sector and local authorities. There is a continued need for intensive discussions and conferences where members of the community, academics, public authorities, nongovernmental organizations have the opportunity to share experiences, concrete suggestions on how to make these processes even more effective.
