Abstract
This article overviews issues of Lithuanian local communities. This research starts with the situation after Independence was restored in 1990 and stating, that after high activity of the citizens, started the period of stagnation in activity between citizens. Searching for reasons why this happened, one of the main reasons is that during the years of Soviet occupation, prevailed pseudo-community and exactly at this moment, its consequences started to rise to the surface. After that, there is a question, does global world really needs local communities, and it is answered by showing that 2000-2015 were the years of the local communities movement, because in this sphere we have achieved many quantitative and qualitative changes. The article concludes with analysis of the current Lithuanian local communities development issues, and this is done by polemizing Lowndes and Sullivan, because it is thought that their principle of the neighborhood governance is the most optimal.
