Schengen area - is an important achievement in the development of Europe as an area of open borders. Freedom of movement means that each person is entitled to cross the internal borders at any point and no border checks are needed. The refusal of border checks at internal borders necessarily means a lack of security, since the Member States lose an important national tool to control people coming into the country, establishing their identity. The purpose of Schengen Information System (SIS) is to maintain public order and security, as well as national security in the territory of the Schengen countries, by using this system for communications. The aim of this paper work is to analyze the SIS as a compensation remedy of public safety within the theoretical and practical aspects. Schengen Convention signed in 1990 regulates SIS. Declared and real purpose of SIS coincides - it is a public security and state security tool of freedom of movement. Personal data management and data security system is strictly regulated. Data protection main purpose is to protect information systems against unauthorized use of content, which can cause damage The ongoing development of SIS II, as the current operation of SIS is potentially generate all possible options, and can’t provided the enlargement of Schengen, also access of new authorities to data in the system is essential and new opportunities are provided: new features and new data input. Since 2001, has passed almost a decade, but the SIS II still doesn’t fully function. Deadline of completing SIS 2 was extended The Commission extended deadline of completing SIS 2 till 2013. SIS 2 completion date extended to 2013 by the Commission.
