Abstract

Public Procurement is a relatively new practice within the public sector institutions, associated with the ideas of the New Public Management to take over the principles of business management and to adapt them to the activities of public institutions, thus saving the state funds, allocating them more efficiently and fostering the cooperation between the public and private sectors. In this dissertation it is assumed that Good Governance is not an alternative to the New Public Management and New Public Governance, but is a component part of Public Governance modernization (complement of New Public Management). Aim of dissertation – to reveal the problems of Public Procurement Process Governance and to elaborate and assess the model of Public Procurement Outsourcing Governance in the context of Contemporary Public Governance. Dissertation research was planned in three stages. In the first place, the theoretical analysis of scientific sources was carried out; elements of New Public Management and Contemporary Public Governance in Public Purchase were grounded. The empirical research was designed as follows: after analysing Public Procurement Process Governance models in the EU-8 countries according to pre-defined indicators, each case study was followed by unstructured interviews with Lithuanian experts performed under the three-stage management model (Unfreezing, Moving, Refreezing). The result – elaborated and evaluated model of Public Procurement Outsourcing Process Governance of the Republic of Lithuania in the context of evolution from the New Public Management into the New Public Governance (Metagovernance).
