When state seeks to ensure the security of their country's population it defines the specifications that must be implemented. According to Lithuania’s National Security Framework Law not only the state has to take care of security but also the citizens. As well, this law defines that culture is an integral part of national security which is often used in soft power by doing influence to the group you want, and to non-military tool ability to resist has only other non-military tool – soft security. Article aim – to reveal the cultural importance of ensuring national security through soft power. Object of the research – culture as state’s security tool. Research methods – content and document analysis.
