Paper analyzes the legal regulation of public servants motivation (stimulation) system according to cases of Lithuania, Latvia and Estonia. After a brief review of legal status of public servants paper discusses about material and moral means of public servants motivation, which are defined in laws of public (civil) service in Lithuania, Latvia and Estonia, by highlighting similarities and differences of such means and their influence on motivation and job satisfaction of public servants. Material means of public servants motivation are at the focus in Lithuanian, Latvian and Estonian public service laws; however some moral stimulus, such as system of public servants training and qualification improvement, career opportunities and etc., are also discussed in them. Although rules which regulate systems of Lithuanian, Latvian and Estonian public servants motivation are different in some cases, but they allow to ensure the transparency of public servants job remuneration system, to increase their motivation, job satisfaction and to improve results of their work activity. On the other hand, Lithuanian, Latvian and Estonian public service laws lack a unified and systematic classification of motivation means; some incentives are discussed in very abstract, by reference to other laws which detail the requirements of their application.
