The public sector is an important element of public social and economic life, which is solving societal problems and ensuring the minimum needs of the society. Accordingly, the public interest in this sector authorities' operational effectiveness and efficiency that can be achieved for the ongoing assessment of institutions, identifying problems and planning for improvement. Balanced scorecard is an important system that presents important information about organization’s activity and its problems from different perspectives, and also is used as a tool to plan organization’s activity improvement. The article analyzes the issues of public sector institutions planning and improvement based on balanced scorecard system. This paper presents the significance of strategic planning and importance of performance measurement characterizes balanced scorecard system as one of the methodologies used in planning and improving of public sector institutions, support its application possibilities in Police Commissariat case. Based on the analysis of scientific literature, the authors provide a theoretical model of institutional planning and improving based on balanced scorecard system, which illustrate the relationship between the public sector institutions stages of the strategic planning process and individual institutions activities evaluation, strategic objectives of individual perspectives reformulation and specific institutions general performance improvement. The article presents the authors prepared theoretical model adaptation for the police headquarters and case study. The results of research performed in Police Headquarters (expert interview, analysis of financial and managerial data of institution) reveal that there are some defects in every perspective of institution’s acidity (finance, customer; internal process; personnel and education). It is important to improve performance in these perspectives in order to seek for the main strategic goal – to seek for higher services quality.
