Author has spent over twenty years of practice in the field of pre-trial process as Investigator and the Head of the Investigation. Nearly the same time have been spent giving lectures on Criminal Proceeding Law, Pre-trial Investigation, Problematical Aspects of Evidences and Arraign at the University, where conclusions were summarized in the dissertations and various scientific researches. Only after foundation of Criminology and Criminal Proceeding Department at the Mykolas Romeris University, the idea to create study program on Pre-trial Investigation Process has been accomplished. The study program on Law and Pre-trial Investigation Process was approved by resolution No. 1SN-38 of Mykolas Romeris University Senate on 18 of April 2012, the program was positively approved by international auditors. Author has gathered theoretical, professional and juristic practice to develop student’s practical skills during many years of being Committee Head of all study programs in the Faculty of Public Security and the Head of the students practice, therefore the aim of this article is to focus attention on existing weaknesses and possible solutions to eliminate them.
