Dissertation analyzes public sector innovation process barriers’ management in Lithuanian municipal administrations. Global processes of the twenty-first century determining social, economic and political changes, require innovative solutions and successful implementation of public sector innovation processes. Public sectors innovation process implementation is often distorted or stopped by barriers resulting from institution’s internal, political, legal or external collaboration related environment. Institution’s ability to identify innovation process barriers and develop as well as apply proper tools of their management, determines innovation process quality and efficiency, thus, barriers management is identified as one of the fundamental conditions for successful innovation process. The problem of innovation process barriers management requires special and complex research, thus this PhD Dissertation is dedicated for this problem solving. Dissertation consists of theoretical reasoning and empirical research, on the basis of which, the concept of public sector innovation process management in Lithuanian municipal administrations is developed. The concept can help to identify innovation process barriers, to evaluate innovation processes favourable environment and to select the most suitable barriers management tools and actions.
