Abstract
The connection between too big attraction of the ruler’s power to “citizens” rights and growth of the lack of respect to the law in practical people’s relationship is discussed. The Lithuanian Statute being separated from the strong executive power actually became more and more a collection of moral wishes but not laws. The general conclusion that the law not becomming an institutional one loses its social effectiveness, is drawn in the article.
