On the basis of experience of West European and American scientists as well as high rank police officials the article explores various aspects of the new point of view in regard to community policing in Lithuania. The police is a differentiated social structure based on different forms of actions which comprise „the model of community policing”. At first it may appear that public police is the only public administration institution, which is responsible for safety of community. It's an erroneous opinion. Indeed, safety of law and order, community, public order and persons is the competence of other social institutions, community and private security agencies. Process the privatization of police functions is a new social phenomenon in our country. Now, many people are not satisfied with the police work. They choose the security form which is better. The article analyses two problems. First, if privatization of police functions is possible. This does not mean privatization of all functions, but only those which are not in police competence. Second, can the private police exist in Lithuania. In market economy the initiative of assurance of security is being taken over by the private interest. The article focuses on certain issues of privatization of the police functions, examples of formation of private police forces are given. One way or another state can not guarantee safety of each and every citizen, that‟s way an alternative is chosen i.e. privatization of certain functions of the police. The process would be long and closely linked to economic welfare of our country. A big problem is that community should change in order to become interested in services rendered by private police in carrying out functions of public safety assurance.
