Reformų valdymo problemos.
The problems of managing of public service reforms are analysed in this article. It is mentioned that the public service reforms are necessary to be made constantly and this process differs only in context, size and term of implementation of the reforms. The experience of different countries is examined and the ways how to use this experience in managing the public service reforms in Lithuania are determined. Great attention is paid to the key management issues: the context of the reforms and management dimensions. The role and functions of the lead agency responsible for the reforms implementation and line ministries are discussed as well. The requirements to the personnel especially to the leader of the core group are examined too. It is mentioned that these requirements are different when goals and strategy of any reform is creating if compared them when reforms are implemented. On the basis of the foreign countries experience mentioned above in managing of public service reforms the conclusions and suggestions how to carry out these reforms in Lithuania are formulated.
