The dynamics and structure of criminality are investigated in this article. There is an analysis made on how the means that restrict criminality (the size of penalty and the possibilities of penalties’ realization) reflect on criminal policy. During the realization of criminal policy the important part falls on police. There are four main programmes provided in the strategic plan of the police: 1. Safeguarding of law and order in the country, aim to comply with the European Union membership requirements (standards) set for the police; 2. Integration of the police to the common European Union’s system of the fight against crime; 3. Creation of training and qualification raising system, Schengen ACQUIS inclusion to training plans, foundation of training centres, preparation of training (study) modules and co-ordination of training programmes; 4. Management of special functions. There is an analysis of the problems that hamper the realization of the programmes mentioned above made in this article. The suggestions are made on how to draw up the methodics for strategy of police activity formation, taking into account the specific character of this activity. Theoretical model of the strategy formation in police activity should include such stages: vision of police activity, determination of future situation, identification of the differences between the existing and future police, investigation of threats and possibilities, preparation and evaluation of alternative action models. In this work the methodical suggestions are made for the substantiation of the budgetary financing of the police. The approbation of these suggestions has been made with the help of concrete calculations. There is a great attention paid to the possibilities of the dynamic modelling. The perspectives of criminality dynamics and the need of police budgetary financing are analyzed as well.
