According to the methodology of the mass of research the efficiency of punishment measures was evaluated by applying the criterions of recidivism rates and economic costs, thus the aim of the article is to consider the success of such an evaluation, to point out the main difficulties and to assess the utility of such an evaluation. The analysis was conducted by using the logic systemitic, comparative historical and meta – analysis methods. The findings of this dissection allows to draw a conclusion that the evaluation by applying the criterions of recidivism rates and economic costs is not functional and for evaluation of the efficiency of punishment measures the more appropriate criterion must be determined. So by this article it was seeked to reveal a more appropriate criterion for evaluation of efficiency wherefore the possibility to evaluate the efficiency of punishment measures by using the criterion of human resources was examined. The incarceration influence inmates psychological wellbeing by causing negative outcomes and impending the rehabilitation of such persons. The mentioned results of the influence of the incarceration are undesirable by sentencing to imprisonment, therefore the state has a duty to apply different measures in order to avoid or at least to diminish such results. So one constituent of the criterion of human resources is the measurement of the impact, which incarceration causes to inmates psychological well-being and which can be changed by applying different measures. The psychological well-being of inmates compose such constituents as human privacy, safety, social motivation and so on, which can be changed by measures lessening victimization of inmates, getting more dates with family members, participating in the social reintegration programs, organizing more social activity and so on. By analyzing the results of different research, which aim was to reveal out the possibility to change the influence of incarceration to inmates psychological well-being by practising different measures, the author attempts to exemplify the possibility to evaluate the efficiency of punishment measures by using the criterion of human resources, specifically, by using the criterion of results, which punishment measure causes to a sentenced person.
