Upon restoration of independence in 1990, Lithuania's state orientation was towards Western social welfare model, where children welfare policy is an inseparable from state social policy and security. Lithuanian children' rights protection system was undergoing legal and institutional reform after restoration of independency, when its main principles were formulated and legalized and main executive institutions established. Social workers staff and social pedagogical staff was established in training institutions, nongovernmental organizations took active part providing children welfare policy and security of children' rights. Children welfare policy and laws on children rights protection as well as activity of different institutions involved in children' rights protection in Lithuania are analyzed in the article. The role of social workers in this field is emphasized in the article. There are 593 social workers in Lithuania, but just 4 per cent of them provide specialized social services for families and children, some others - besides different responsibilities support children. The shortage of social workers, especially in country-side was showed in the article. Article presents investigation on the situation of social workers that was done by Lithuania state controler of children' rights protection.
