With growing number and extent of different kinds of disasters grows a strain on emergency management systems. In order to ensure efficient and effective performance of these systems it is necessary to follow specific principles of the system development. The article aims to substantiate and to establish Principles of Emergency Management System Design, Also it suggests a method how to institute expert teams for assessment of the Principles. In order to achieve the goals, in the first chapter laws and basic rules of emergency management created by foreign scientists are analyzed. There are introduced research based rules of emergency management planning and laws in mitigation process. Results of analysis of these rules and laws are used to substantiate Principles of Emergency Management System Design. These principles are established in the second chapter together with the model joining new principles with foregoing emergency management rules and laws. In order to elaborate and implement Principles of Emergency Management System Design it is requisite to evaluate their feasibility. The quality of evaluation depends on how correctly experts are selected and their teams are instituted. Therefore the last chapter analyses methods of experts' selection. Advantages and shortcomings of these methods are evaluated and the best techniques to select experts, to evaluate their competence and to form teams are proposed.
