The article reveals the importance of human resources in the public sector organizations. Theoretical aspects and peculiarities of public organizations management and human resource management are analyzed. Measurement criteria of strategic approach to human resources are formulated while analyzing a theoretical aspect of strategic planing. The identification of specialized HRM department in organization, its accomplished activities and functions, peculiarities of human resources analysis and measurement in planing documents and reports can reveal a strategic aproach to human resources in organization. The evaluation showed that departaments of human resources management of municipalitites do not actively participate in strategic planning and its implementation.
