Under the Constitution, the Seimas may be elected only in such elections, which are democratic. Democratic elections are the only way to form a legal and legitimate representation of the Nation - the Seimas (Parliament). The democratic character of elections to the Seimas are secured by the constitutional principles of elections to the Seimas. Paragraph 1 of Article 55 of the Constitution provides that the Seimas shall be elected for a four-year term on the basis of universal, equal, and direct suffrage by secret ballot.
