Abstract
Straipsnyje analizuojamos policijos personalo išsimokslinimo problemos ir naujų bei ankstesnių viešojo valdymo ir socialinio gyvenimo tendencijų įtaka policijos personalo rengimui. Analizuojant istorinį vakarietiškąjį policijos personalo rengimo ir valdymo kontekstą, teigiama, kad sukarintas policijos personalo valdymo modelis, susiformavęs Vakaruose nuo XIX a. pradžios, vis labiau kvestionuojamas. Manoma, kad visuomenei demokratėjant, uniformuotoji policija vis labiau tampa ne baudžiamojo persekiojimo, bet nusikaltimų prevencijos institucija. Centrinės ir Rytų Europos šalių policija irgi keičiasi, demokratėja. Naujoji policijos veiklos filosofija turi būti suderinta su policijos personalo rengimo sistema, tačiau Rytų ir Centrinės Europos šalyse privalu atsižvelgti į esamas praktines policijos veikimo sąlygas bei institucinius ir kultūrinius veiksnius. Teigiama, kad reikia sustiprinti kriminalinės policijos rengimo sistemą, sukurti tarpinį policijos personalo rengimo modelį, kur „policijos kaip paslaugos“ koncepcija būtų derinama su administracinės tvarkos koncepcija. Tai galėtų tapti pavyzdžiu ir Vakarų šalių policijos personalo rengimo struktūroms, ypač terorizmo grėsmės didėjimo kontekste.
This article analyses issues of police personnel training and the influence of recent public administration and social life tendencies on police personnel training. When analyzing historical context of police training and administration in Western countries, it is stated that paramilitary model of police personnel administration which has been formed in the West in early 19th century is more and more questionable. It is stated that because the society is becoming more democratic, the uniformed police is becoming a crime prevention institution rather than a prosecutor. The police in CEE countries is also changing due to democratic reforms. New philosophy of police activities should be concerted with the system of police personnel training, but in the countries of Central and Eastern Europe the aspect of the existing practical conditions of police activities and institutional as well as cultural aspects must be considered. This article states that training system of the detective forces must be strenghtened. Also the transitional model of police personnel training must be developed where „police as public service“ concept is adjusted to the concept of administrative method. This could be a paradigm to the structures of police personnel training in Western countries, especially in the context of increasing terrorism.
